All projects proposed for funding under the Acts must be substantial in character and design. A substantial project (for fish and wildlife purposes) is one which:
(a)
Identifies and describes a need within the purposes of the relevant Act to be utilized;
(b)
Identifies the objectives to be accomplished based on the stated need;
(c)
Utilizes accepted fish and wildlife conservation and management principles, sound design, and appropriate procedures; and
(d)
Will yield benefits which are pertinent to the identified need at a level commensurate with project costs.
