This part—
(a)
Prescribes reporting and recordkeeping requirements with respect to the hours of service of certain railroad employees and certain employees of railroad contractors and subcontractors; and
(b)
Establishes standards and procedures concerning the construction or reconstruction of employee sleeping quarters.
