Any assignment recommendation that HUD submits to the disposal agency must set forth complete information concerning the self-help housing or housing assistance use, including—
    
    
        
        (a) 
         Identification of the property;
     
    
        
        (b) 
         Name of the applicant and the size and nature of its program;
     
    
        
        (c) 
         Specific use planned;
     
    
        
        (d) 
         Intended public benefit allowance;
     
    
        
        (e) 
         Estimate of the value upon which such proposed allowance is based; and
     
    
        
        (f) 
         An explanation, if the acreage or value of the property exceeds the standards established by the Secretary.
