To be eligible for a capital grant, an applicant must meet the following threshold requirements:
(a)
The application was completed in all parts and included the information called for in the application package and was filed within the time period established in the Notice of Fund Availability;
(b)
The applicant is a public or nonprofit private entity;
(c)
The population proposed to be served is homeless veterans;
(d)
The activities for which assistance is requested are eligible for funding under this part;
(e)
The applicant has demonstrated that adequate financial support will be available to carry out the project for which the capital grant is sought consistent with the plans, specifications and schedule submitted by the applicant;
(f)
The application has demonstrated compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (URA) (42 U.S.C. 4601-465 5);
(g)
The applicant has agreed to comply with the requirements of this part and has demonstrated the capacity to do so;
(h)
The applicant does not have an outstanding obligation to VA that is in arrears, and does not have an overdue or unsatisfactory response to an audit; and
(i)
The applicant is not in default, by failing to meet requirements for any previous assistance from VA under this part.
