692.2—Who is eligible to participate in the LEAP Program?
(a) State participation.
A State that meets the requirements in §§ 692.20 and 692.21 is eligible to receive payments under the LEAP program.
(b) Student participation.
A student must meet the requirements of § 692.40 to be eligible to receive assistance from a State under the LEAP program.
