The regulations. (1) Anchors must be placed inside the anchorage areas.
(2)
The anchorages are general anchorages for commercial vessels. Anchorage A should be used only if Anchorages B, C, and D are full.
(3)
No bunkering operations or vessel to vessel transfer of oil in bulk of any kind is permitted within Anchorage A.
(4)
Nothing in this section shall be construed as relieving the owner or person in charge of any vessel from complying with the rules of navigation and with safe navigation practice.
(c)
Before entering into the anchorage grounds in this section you must first obtain permission from the Captain of the Port Honolulu.
