1.12—Regulations not applicable to official request.
The regulations in this part shall not be applicable to official requests of other
governmental agencies or officers thereof acting in their official capacities,
unless it appears that granting a particular request would be in violation of law or
inimical to the public interest. Cases of doubt should be referred for decision to
agency counsel (as defined in § 1.11(b)(1) ).
