The general reviewer qualification criteria to be used in the selection of peer reviewers are:
(a)
Generalized knowledge of juvenile justice or related fields; and
(b)
Specialized knowledge in areas or disciplines addressed by the applications to be reviewed under a particular program.
(c)
Must not have a conflict of interest (see OJP M7100.1C, par. 94).
