983.252—PHA information for accepted family.
(a) Oral briefing.
When a family accepts an offer of PBV assistance, the PHA must give the family an oral briefing. The briefing must include information on the following subjects:
(1)
A description of how the program works; and
(2)
Family and owner responsibilities.
(b) Information packet.
The PHA must give the family a packet that includes information on the following subjects:
(1)
How the PHA determines the total tenant payment for a family;
(2)
Family obligations under the program; and
(3)
Applicable fair housing information.
(c) Providing information for persons with disabilities.
(1)
If the family head or spouse is a disabled person, the PHA must take appropriate steps to assure effective communication, in accordance with 24 CFR 8.6, in conducting the oral briefing and in providing the written information packet, including in alternative formats.
(2)
The PHA shall have some mechanism for referring to accessible PBV units a family that includes a person with mobility impairment.
(d) Providing information for persons with limited English proficiency.
The PHA should take reasonable steps to assure meaningful access by persons with limited English proficiency in accordance with obligations contained in Title VI of the Civil Rights Act of 1964 and Executive Order 13166.
