(a)
The word Commission means the Appalachian Regional Commission (ARC) established by the Appalachian Regional Development Act of 1965, as amended (Act).
(b)
The term division administrator ” means the chief Federal Highway Administration (FHWA) official assigned to conduct FHWA business in a particular State.
