Federal credit unions may provide the following services to persons within their fields of membership, regardless of membership status:
(a)
Selling negotiable checks including travelers checks, money orders, and other similar money transfer instruments (including international and domestic electronic fund transfers); and
(b)
Cashing checks and money orders and receiving international and domestic electronic fund transfers for a fee.
